Nine years ago, Sweden took the step of punishing the men who buy sex rather than the women who sell it. There, it is legal to be a prostitute. But the man who pays for her service is committing an offence.

The debate comes as the Government here is drawing up proposals for law reform that could de-criminalise prostitutes who would, instead, be offered help to get out of the vice trade or given anti-social behaviour orders, in favour of a crackdown on men who trawl for sex.

When it comes to illicit drugs, the police target the dealers. When it comes to illicit sex, the police are going to target the users.

Why?

ANSWER:

Most drug dealers are men.

Most prostitutes are women

Customer pays £50 for his quick sex. Prostitute takes money.

But.

She refuses sex unless he pays ANOTHER £50.

He refuses, so she calls pimps and bodyguards.

He can't call the police because he broke the law by trying to buy her services in the first place.

New Labour philosophy: get tough on this criminal, and tough on the causes of his criminalinity.
